Occidental Libya Oil & Gas BV (OLOG) (Libyan Branch) tender for Pre-Qualification For 2D and 3D Seismic Data Processing

Occidental Libya : Pre-Qualification For 2D and 3D Seismic Data Processing     
Occidental Libya Oil & Gas BV (OLOG) (Libyan Branch)  intends to solicit interest and pre-qualify Contractors offering 2D and 3D seismic data processing services in preparation for a request to provide a competitive proposal for the seismic processing of surveys that may be acquired in the following contract areas located in the Sirte, Ghadames and Cyrenaica Basins:

Area 31/32/47/48/49/65/66 (NC143), 89/105 (NC144),119/120 (NC150),
56/57/73/74/75 (NC145)
Area 91 (Conc.102)
Area 90/106 (Conc.103)
Area 70/71/87 (NC29B), 87/88 (NC29C), 103/104/119 (NC74A, B & F)
Area 91 (Nafoora-Augila)
Area 103 gas

The Scope of Work currently anticipates a late 2010, early 2011 start date.
The Pre-Qualification process is for contractors not previously pre-qualified by Occidental Libya Oil & Gas BV, although all interested contractors are encouraged to update contact information, technology, resources and availability.

Basic Qualifications:
Contractors should ensure that they provide the information and meet the qualifications outlined below as a minimum:

Contractor must:
·
 Be a direct contractor
· Have a local office and be currently registered to work in Libya.
· Have land seismic processing experience within Libya in the last 2 years and/or have had Oxy worldwide experience in the last 2 years.
· Contractors must have the required equipment and resources readily available in-country.

3D Processing Requirements:
·
 Contractor must have sufficient hardware resources, software, manpower and experience to process up to 1000 km2 3D land seismic data and complete in a timely manner.
· Contractor must provide reference of experience in processing 3D land seismic data from Libya.
· Contractor must have fully interactive 3D statics package capable of integrating refraction statics and uphole data to produce a viable near surface model.
· Contractor must have 3D noise attenuation routines available, such as 3D FKXY-Filter, FXY-Decon, Linear Tau-P, and adaptive subtraction in the common shot, receiver, offset, mid-point and cross-spread domains.
· Contractor must be able to perform full PSTM locally.
· Contractor must have available trace reconstruction and/or regularization techniques to correct for irregular sampling.
· Contractor must have the capabilities to model surface and interbed multiples and remove them pre-stack by adaptive subtraction.
2D Processing Requirements:
· Contractor must have sufficient hardware resources, software, manpower and experience to process a minimum of 1000 km 2D land seismic data and complete in a timely manner.
· Contractor must provide reference of experience processing 2D land seismic data in Libya.
· Contractor must have a fully interactive statics package capable of integrating refraction statics and uphole data to produce a viable near surface model.
· Contractor must have a portfolio of noise attenuation routines available such as FK filter, FX-Decon, Tau-P and Adaptive Subtraction.
· Contractor must be able to perform full PSTM locally.
· Contractor must have the capabilities to model surface and interbed multiples and remove them pre-stack by adaptive subtraction.

Pre-Qualification Required Information:Contractors must provide the information requested below or evidence that documents are in process. Additional Information will be required in the actual tender package.

(1) Full Contractor name and Commercial Registration Certificate issued by the Libyan General People’s Committee for the Economy, Trade and Investment.
(2) A valid Corporate Tax Certificate issued by the Libyan Tax Department.
(3) A valid Business license issued by the Libyan General People’s Committee for the Economy, Trade and Investment authorizing practice of business activity.
(4) Address and contact to which the pre-qualification package must be sent (5)Details of Ownership/Corporate Organization
(6) Identify whether company is publically held, including details of Parent, Affiliate and Subsidiary companies.
(7) Organization chart depicting the relationship between the companies
(8) Provide the name of major shareholders in the company and their percentage of equity interest.
(9) Name of Managing Director or Owner.
(10) Full address of local affiliate office.
(11) Brief description of computing resources, specifications, capabilities, limitations, human resources, analyst experience, and workload.
(12) Documentation of land seismic processing experience in Libya and/or Oxy Worldwide Experience

The following conditions should be noted:
OLOG reserves the right to request further information from Contractors. Contractors supplying insufficient or inadequate information will be excluded from further consideration.

This invitation to pre-qualify for the formal tender process is not an invitation to tender. The submission of the requested information to OLOG does not commit or obligate OLOG to issue any call for tender or to include any Contractor on any bid lists or award or any form of contract. Full tendering information or an invitation to tender can only be sent to those Contractors that have successfully completed the pre-qualification process.
OLOG will not make any form of payment for submissions presented in response to this announcement, or for completion and submission of a pre-qualification package
