Cairn Energy EOI, Global EOI for participation in EPC tender for Power Generation and Distribution at Mangala Processing Terminal, Barmer – EPC 2

Cairn Energy India Pty Ltd. (“CEIL”) is the Operator on behalf of its Joint Venture partners namely Cairn Energy Hydrocarbons Limited and Oil and Natural Gas Corporation (ONGC) for the Contract Area RJ-ON-90/1 at Barmer in the State of Rajasthan (Block). The Block contains a number of major oil discoveries namely Mangala, Bhagyam, Aishwariya, and other fields. The Mangala field is the largest onshore oil discovery in India since 1985. The Mangala field is currently producing 125,000 bopd and the developments of Bhagyam and Aishwariya are progressing well. Mangala Processing Terminal (MPT) is the common processing hub for Mangala, Bhagyam, Aishwariya and other smaller fields.

CEIL proposes to augment the capacity of the MPT by addition of Steam Boilers, Steam Turbine Generator, Condensate Handling and Filtration System,  Electric Power Distribution System and all related auxiliaries (“Project”). In view of this expansion of MPT, CEIL on behalf of its Joint Venture Partners seeks an Expression of Interest under International Competitive Bidding Process (“ICB”) from reputed contractors (Indian &International) with demonstrated performance for prequalification to participate in ICB for the execution of the Project on EPC basis. 

Broad scope for the EPC Contractor shall include verification of the Front End Engineering and Design (FEED) Package, Detailed design, Procurement, Expediting, Inspection, Testing, Construction, Installation, Pre-commissioning, Commissioning and Performance Testing. Major facilities to be developed under this Project are:

2 nos of 115 TPH, 45 Barg Steam Boilers including economiser, air preheater, Deaerator, Boiler Feed Water Pumps (3 nos), FD fans and all auxiliaries, integral piping, electrical, instrumentation, burner management system, control and monitoring system and its integration with the existing similar units.

Extraction and Condensing Steam Turbine Generator (1 no) 12 MW, 11 kV complete with lube oil system, gland vent condenser, associated HP steam piping from boiler to turbine, condensate piping, electrical systems, control system, field electrical and instrumentation and its integration with existing similar units.

Air cooled Condensor (1 no) for the above STG complete with structural assembly, finned coils, inlet ducting, condensate evacuation system, associated hot well, cold well pumps, electricals, instrumentation and controls as applicable.

3 Nos of Electrical Substation buildings along with associated 33 KV/ 11 KV/ 6.6 KV/ 415 V  Power and distribution transformers, HV/LV panels, tie-in modifications to existing HV/LV panels, UPS, Battery charger, Power Management System modifications for integrated seamless operation with existing systems.

3 Nos of Control Rooms (in the same building as the above substation) for housing control & Instrumentation Systems for the above supply and its integration with existing control system for the scope of supply.

Additions to the existing steam condensate and filtration system.

All civil construction, structural, mechanical, piping, electrical, instrumentation, control,  telecom, F&G, clean agent system and fire fighting works as required.

Structural adequacy checks and modifications to accommodate the new piping, electrical and instrument cables.

Statutory approvals from Boiler Inspector and Electrical authorities as applicable
