Global Invitation for Expression of Interest for Joint Venture Formation with
UJVN Limited for Bowala Nand Prayag (300 MW) and Nand Prayag Langasu (100 MW)

UJVN Limited formerly known as Uttarakhand Jal
Vidyut Nigan Limited is a company incorporated
under the Companies Act 1956 by the Government of Uttarakhand on 12th
February 2001. Main objective of UJVN Ltd. is to establish takeover, operate
and maintain power generating stations
harnessing the conventional, non-conventional, nuclear and other sources of
energy by what so ever name called that include sub-stations, transmission
lines, other ancillaries and activities that are essential for generation, transmission,
distribution and trading of power. UJVN Ltd. is one of the large power companies
of the country operating more than 33 hydro power stations of different sizes with
a combined capacity of 1306 MW and of different vintages up to 100 years.
Currently, UJVN Ltd. is in the process of developing 13 large hydro power projects aggregating to 3276 MW
and 22 SHPs aggregating to 182 MW.
UJVN Ltd. invites “Expression of Interest” from
renowned and resourced Public sector company(s)/enterprises or private sector
company(s) or a combination of both through the open bidding process for
construction, operation & maintenance of Bowala Nand Prayag (300 MW) &
Nand Prayag Langasu (100 MW) hydroelectric projects through one Joint Venture.
Bowala Nand Prayag H.E. Power Project is a Run of
the River scheme on Alaknanda River in Chamoli district 25 km downstream of
Josimath. The DPR has been prepared and most of the chapters have been cleared
by various directorates of CWC/CEA. Final DPR for TEC shall be submitted to CEA
in August, 2011. EIA/EMP studies have been completed and a proposal submitted
to MOEF for permission to conduct public hearing.Total generation envisaged
from the project is 1101.80 MU. Project cost including IDC is Rs 2222.00 crore at
Dec 2010 PL. Nandprayag Langasu H.E. Project is a Run of the River scheme
located just downstream of Bowla Nand Prayag project. The DPR was submitted to
CEA in Mar, 2011 and since then the replies to comments of various directorates
of CWC/CEA are being submitted. Revised EIA/EMP study as per revised ToR
approved by MOEF is in process of award to consultant. Total power generation
envisaged from the project is 515.50 MU. Project cost including IDC is Rs
1421.40 crore at August 2010 PL.
1. The equity component of UJVN Limited is fixed at
26%. Rest of the equity shall be provided by the Joint Venture Partner(s).
2. The selection criteria would include the free
equity offered to UJVN Ltd. in addition to financial strength, organizational
capabilities, reputation and relevant experience of
the party.
Selection criterion and equity contribution of UJVN
Ltd. may change as per the directions of Government of Uttarakhand. RFQ cum RFP
document specifying detailed selection criteria will be uploaded on UJVN Ltd’s
website www.uttarakhandjalvidyut.com by 30.08.2011. The cost of bid documents
should be paid at the time of submission of bid through Demand Draft in favor
of “UJVN Limited” (SBI A/C No- 30024638487) & payable at Dehradun.
Parties interested in forming such a JVC with UJVNL
may submit their bid document at the following address latest by 15:00 hrs on
14.10.2011.
