Objective of EoI

GDC intends to engage four equity investors who will each get the opportunity to jointly develop 200 MW of steam with GDC at Bogoria-Silali geothermal block under the Bogoria-Silali Phase I scheme. Altogether 800 MW steam will be developed under this scheme.

Introduction

GDC, a 100% state-owned corporation, tasked with accelerating the development of geothermal energy in Kenya is undertaking steam field development in the Bogoria-Silali Block which comprises Bogoria, Baringo, Arus, Korosi, Chepchuk, Paka and Silali prospects. Detailed surface studies estimates the Block’s potential to be about 3000 MW. The current plan is to develop 2000 MW within this Block in four phases; Phase I- 800 MW by 2019, Phase II-400 MW by 2021, Phase III-400 MW by 2024 and Phase IV-400 MW by 2026. Modular (wellhead) electricity generation units will be deployed to utilize the available steam while waiting for the conventional power plants to be commissioned.

Project Development Plan

The 800 MW Bogoria-Silali Phase I steam development is projected to be completed by 2019. GDC jointly with the selected investors will develop the steam and sell the steam to competitively selected power plant operators for electricity generation including the modular units’ operators. A total of 210 wells will be drilled for this Phase.

Detailed surface studies comprising of geology, geophysics, surface heat measurement, baseline environmental and social economic assessment estimates the field potential to be about 1600 MW. Exploration wells drilled under the Menengai Phase I scheme encountered commercial steam. The long term plan is to develop 1200 MW within this prospect. Development of the first 400 MW steam is in progress under the Menengai Phase I scheme. Under the Menengai Phase II scheme, GDC aims to realize an additional 800 MW steam for power plants to be commissioned between the years 2017 and 2021. Modular (wellhead) electricity generation units will be deployed to utilize the available steam while waiting for the conventional power plants to be commissioned.

Invitation for Bids

1.0 This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for the Menengai Geothermal Phase I Project which appeared in the United Nation Development Business (UNDB) online No.AfDB46-816/12 of 1st February 2012 and on the African Development Bank Group’s Internet Website on January 27, 2012.

2.0 The Government of Kenya has received Financing from the African Development Bank (AfDB) towards the cost of Menengai Phase I Geothermal Project. It is intended that Part of this loan will be applied to eligible payments under the contract for Supply of Drilling Materials. Geothermal Development Company (GDC) is the Implementing Agency for the Project.

3.0 GDC has invited sealed bids from eligible bidders for the supply of assorted Drilling Materials including Drilling Casings; Rock bits; Casing accessories; Wellhead materials and valves; Drilling mud and mud additives; and Cement and Cement additives in varying quantities. The specific descriptions and quantities are provided in the tender document which may be obtained from the address below.

REQUEST FOR EXPRESSIONS OF INTEREST (EoI)

PRE-QUALIFICATION FOR PROJECT MANAGEMENT CONTRACTOR

Project: 300 MW Lake Turkana Wind Project, Kenya 

Lake Turkana Wind Power (LTWP) intends to hire the services of an engineering company (the “Project Management Contractor”) with experience in managing multiple schedules and interfaces for large scale complex multiple EPC contract projects and ideally including wind power projects. The appointed Project Management Contractor (“PMC”) will be responsible for ensuring delivery of the Project within budget and on time.  The Reporting line will be to the Employer’s Representative, a subsidiary of Aldwych International which in turn is an equity participant in the Project.

As the project delivery organisation, the PMC will be responsible for the master programme schedule, driving the programme, contract interfacing and design co-ordination such that the construction is appropriately managed and risks associated with this contracting structure such as cost over runs and delays are mitigated. The PMC will have sufficient breadth of engineering knowledge so as to be able to perform the above functions with the individual EPC contractors namely; Vestas (turbine supply agreements), Siemens (electrical infrastructure), ABB (dynamic reactive power compensation), SECO (social and housing infrastructure) and Civicon (road network and access), all of whose contracts are FIDIC Silver based, and are in the final stages of negotiation.

LTWP now invites eligible engineering firms to indicate their interest in providing these services. Interested firms must provide sufficient information to support their qualifications to perform the services in respect of this request for EoI. The EoI should be delivered in CD-ROM format no later than 17:00 GMT on the 24th June 2011.
