Bhutan Power Corporation Limited Invitation to Bid for two nos 400 kV Double Circuit Transmission Lines


Bhutan Power Corporation Limited (BPC) has been entrusted to construct two nos. 400 kV Double Circuit Transmission Lines (approx. 80 km each) from Pothead Yard of Mangdechhu Hydro Electric Plant (MHEP) in Trongsa to Jigmeling in Gelephu (via Goling) under the Government of India Assistance of MHEP. Accordingly, BPC has invited sealed bids in two parts (Single Stage Two Envelop System – Technical & Financial) from eligible Bhutanese and Indian Contractors for the supply, construction, testing and commissioning of the above transmission lines. The tender is open to contractors that fulfill the qualification criteria set out in the tender documents.

The scope of work in brief includes detail survey, check survey, preparation of tower schedule and line profile, soil investigation, manufacture & supply of Steel Towers in line with the design provided by the Employer and other line materials, transportation to site, insurance, storage, erection, stringing and testing & commissioning of the transmission lines as specified above. The scope of work shall also cover associated civil works including clearing of Right of Way, benching, tower foundations, retaining & breast walls, etc.

The following notice updates the General Procurement Notice (GPN) which was published in Procurement Opportunities, Ref. 6674-GPN-37598 of 11.07.2007.

State Enterprise “National Power Company “Ukrenergo” or NPC “Ukrenergo” applied for the loan from the European Bank for Reconstruction and Development (EBRD) toward financing part of the cost of the 750 kV OHL – Rivne NPP/Khmelnytsk NPP to Kyiv Substation Lines Project (the “Project”).

The proposed Project, which has a total estimated cost of around EUR 365 million (w/o VAT), will require the procurement of the following goods, works and services:

a) Lot 1. Design (detailed design for construction and land allocation project), Construction, Installation, Testing and Commissioning of 353 km of HVL 750 kV Rivne NPP - ST Kievska.

b) Lot 2. Design (detailed design for construction and land allocation project), Construction, Installation, Testing and Commissioning of 135 km diversion of HVL 750 kV Khmelnitsk NPP - Chernobyl NPP to ST 750 kV Kievska.

c) Lot 3. Expansion and modernisation of SS Kyivska through installation of the second AT 750/330 kV

d) Lot 4. Construction of two 60 km 330 kV lines from 750/330 kV Kyiv substation

e) Consultancy services for Project Implementation Unit assistance and Lender’s Engineer.

Tendering for the contracts under Lot 1 and Lot 2 from the above list started in 2010 andfinished in Q2-2011.

Tendering for the contracts under Lot 3 and Lot 4 from the above list are expected to start in Q3-2012 and finish in Q2-2013. Procurement of goods and services listed above will be carried out following the results of open tender processes.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

1. The Government of Cape Verde has received a loan from the African Development Fund and a loan from Japan International Cooperation Agency in various currencies towards the cost of “Santiago Island-Power Generation, Transmission and Distribution Capacity Development Project”. The scope of works includes, but not limited to: Engineering, design, fabrication, factory testing, site delivery, loading, unloading, putting on foundations of transformers with its accessories, AVR's in addition to the 22 KV AIS bus ducts, supervision of erection, training, site testing and commissioning, warranty and insurance till provisional acceptance of the detailed scope of work as specified in Bid Document volume 2, which include also designing, supply, construct on truck, factory testing, site delivery, commissioning, training, warranty and insurance till provisional acceptance of mobile power transformer onsite testing system. Responsive bidders will be selected on the basis of compliance with the schedule, terms and conditions as well as the technical specifications, acceptable past experience including past experience of subcontractors and financial capability. 2. Interested eligible bidders may obtain further information pertaining to bid & e-bidding from e-procurement section of NEA website i.e., http://www.e-nea.org.np  for their reference. For the purpose of the bidders who choose to submit their bid electronically through e-procurement section of NEA’s website  http://www.enea.org.np   the bidders may either purchase the hard copy of bidding documents or may choose to download the necessary parts of the bidding documents, prepare their bid and submit their electronic bids as specified in the Bidding Data / ITB. In case the bidder chooses to submit the bid electronically, the bidder shall be required to deposit the non refundable fee as specified above and electronic scanned copy (*.pdf format) of the bank deposit voucher shall also be submitted along with the electronic bid files.

3. A complete set of Bid documents may be purchased during office hours on all working days by all eligible bidders from the date of publication onwards upon submission of a written application to the address given below accompanied by a bank voucher of the amount (Non-refundable) as specified in the above table towards the cost of the Bid Document, deposited in DCS, West, NEA Deposit Account No. 007000011201 at Jyoti Bikash Bank, Asan, Kathmandu or by an account payee draft of the same amount issued in favor of DCS, West, NEA. 4. Local bidders must produce a notarized copy of the valid firm registration certificates, VAT and PAN registration, Tax clearance certificate at the time of purchase of the bid documents. Local agents/bidders intending to purchase the bid documents on behalf of their principals must produce the authorization from their principals.

5. Bid must be delivered in accordance with the Instruction to Bidders at or before 12:00 hours (local time) on or before the dates specified and at the address given below. The bids shall be opened at NEA, Information Technology (IT) Department, Or DCS, West , Kathmandu on 14:00 hours local time on the same date of bid submission, in the presence (or without presence) of the authorized representatives of the bidders who choose to be present. If the specified dates of bid submission and opening falls on a public holiday, Bid submission and opening shall be done on the next working day.

6. Bids must be valid for a period of 120 days for Tender No. DCSW/TR/2068/069-07 & 90 days for Tender No. DCSW/ABC/2068/069-08, after bid opening and must be accompanied by bid security, amounting to a minimum of 2.5% of the quoted bid amount (inclusive of VAT) which shall be valid for 30 days beyond the bid validity period.

7. NEA shall not be responsible for any cost or expenses incurred by Bidders in connection with the preparation and submission of Bids.

8. In comparisons of Bids, Domestic preference scheme will be applied in accordance with the provisions stipulated in the Instruction to Bidders.

9. The NEA reserves the right to accept or reject any bids, partly or wholly, or cancel the bid altogether, without assigning any reason whatsoever.
