REQUEST FOR EXPRESSIONS OF INTEREST

TRANSACTION ADVISOR
FOR
100 MW COAL POWER PLANT
The Republic
of Mauritius with the
assistance of the African Development Bank is inviting expression of interest
from potential transaction advisors for the structuring and tendering of a 100
MW coal fired power plant that will be operated by an independent power
producer.
The work of the transaction advisor will include
the review and analysis of the following:
- the
existing Public Private Partnership (PPP) structure under the drafted Power
Purchase Agreement (PPA) and tender documents
- background
and documentation and preparatory work conducted to date (existing reports,
audits, financials, information concerning the energy sector and electricity
market, etc.)
- financial
and legal framework deemed necessary to the successful completion of the
Project, which includes the Government’s participation to the financing plan in
the form of senior debt
- procurement
documents and their compliance with international best standards
- procurement
plan and process based on procurement requirements
- procurement
process for securing contracts with a private party, which includes developing
a timeline and participating to procurement activities
The transaction advisors review and analysis must
result in a revised and improved PPP structure, PPA, and tender process in
accordance with international best standards. Following the appropriate and
effective structuring of the Project, the transaction advisor will be expected
to manage the procurement process and provide all legal and financial advisory
support for the procurement of a private partner.

The Ministry of Finance & Economic Development
now invites eligible consultants to indicate their interest in providing these
services. Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.). Consultants may constitute joint-ventures to enhance
their chances of qualification.
Eligibility criteria, establishment of the short-list
and the selection procedure shall be in accordance with the Public Procurement
Act 2006 and the Procurement (Regulations) 2008 of the Republic of Mauritius ,
which are available on the Procurement Policy Office website at
http://ppo.gov.mu.

The objective of this Expression of Interest is to
shortlist potential candidates with the required profile to participate in a

is under no obligation to shortlist any consultant who expresses interest.
