SUPPLY AND INSTALLATION OF COAL TRANSPORT SYSTEM FOR THE 600 MW UNIT AT THERMAL POWER PLANT ŠOŠTANJ

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 9.9.2010.

TERMOELEKTRARNA ŠOŠTANJ d.o.o., hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of UNIT 6  THERMAL POWER PLANT ŠOŠTANJ.

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan:

Supply and installation of plant and equipment of the Coal Transport System for the new 600 MW Unit 6 in the Thermal Power Plant Šoštanj. Planned completion of the Works is April 2015.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To qualify for the award of the contract, tenderers must satisfy the following minimum criteria:
· The contract is open to contractors (companies registered for manufacture and/or installation of sought plant and equipment) in the form of single tenderer, joint venture or consortium from any country which meets the qualification criteria.

The tenderer is not subject of compulsory settlement, bankruptcy or liquidation.

A tenderer’s qualification (of main or sub-contractor(s), or partners in a joint venture or consortium) shall be proved by appropriate project references. The tenderer shall be able to prove completion of at least one comparable project in the last ten (10) years valued at minimum EUR 3 million. Comparable projects are reference projects of similar capacity as the one being subject of this tender.

The tenderer’s (the lead company) annual turnover in the last three years (2008, 2009 and 2010) shall not be less than EUR 15 million equivalent for each year separately.

Tender documents may be obtained from the address below upon payment of a non-refundable fee as follows:

Evidence of payment must be sent together with the application for tender documents.
Tender documents can be collected in person in the office at the address below, or will be promptly dispatched by courier at applicant’s costs; however, no liability can be accepted for their loss or late delivery. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

All tenders must be accompanied by a Tender Security amounting EUR 200.000,00.

Tender offers must be delivered to the Termoelektrarna Šoštanj d.o.o. secretarial office (located on the third floor of the head office building) on or before 22.09.2011, at 11:00 hours, and they will be opened same day at 12:00 hours in the presence of those tenderers’ representatives who choose to attend and against their presentation of a written power of attorney for participation in the opening procedure.
