REQUEST FOR QUALIFICATION (RFQ) - GLOBAL INVITATION

1320 MW GULBARGA COAL BASED SUPERCRITICAL THERMAL POWER PROJECT ON BUILD, OWN AND OPERATE BASIS (BOO)

For supply of Power on Long term Basis under Case-2 Bidding Frame work as per the Competitive Bidding Guidelines notified by Ministry of Power (MoP), Government of India (GoI)

In continuation of the previous Tariff based bidding process initiated vide RFQ Notifications cited under reference for developing Jewargi Power Project (presently renamed as Gulbarga Power Project) 1320 MW COAL BASED THERMAL POWER PLANT AT GULBARGA as per the Case-2 Competitive Bidding Guidelines of the Ministry of Power, Government of India, Power Company of Karnataka Limited (PCKL), (Government of Karnataka Undertaking), the authorized representative on behalf of the five Electricity Supply Companies (ESCOMs) in the State of Karnataka has invited response from the National and International potential Bidders to participate in RFQ on BUILD, OWN AND OPERATE BASIS (BOO) AND TO SUPPLY POWER from the proposed power plant to the ESCOMs in Karnataka using Domestic Coal or Imported Coal or Blended Coal. In case of blended coal, Bidder shall use imported fuel only up to the shortfall in the long term domestic coal linkage, which is presently expected minimum 30%. The Selected Bidder shall bear complete responsibility to tie up the fuel linkage and the Infrastructural requirements for fuel transportation, handling and storage. The procurer intends to contract 80% of the Installed Capacity of 1320 MW Project at delivery point. Sale of remaining of the Installed Capacity would be at the discretion of the Selected Bidder. The Selected Bidder, at his discretion may avail for the Mega Power Policy.

Note: 1) All the 23 bidders who are already qualified at RFQ stage based on the response submitted by them to the previous RFQ notification cited under reference are required to submit the proposal in the formats provided in the modified RFQ documents in respect of their qualification.

2) Already qualified bidders are exempted from payment of non refundable amount of Rs. 50,000 (Rs. Fifty Thousand Only).
