Chennai Monorail MRTS Project; Invitation for Proposals (IFP) for Providing Advisory Services

INVITATION FOR PROPOSALS (IFP) FOR PROVIDING ADVISORY SERVICES

No.:  6/MTC/Monorailcell/2011 Dated: 18th August 2011

1. The Metropolitan Transport Corporation (Chennai) Limited (MTC) invitesproposals from leading consulting firms for providing Transaction Advisory Services for selecting a developer for “Providing Monorail Mass Rapid Transport System for Chennai in identified corridors under Design, Build, Finance,Operate and Transfer" (DBFOT)  basis.

2. The offer is open to all eligible consulting firms.

3. Eligibility Criteria:

(a) Experience in Providing Technical Advisory Services in designing, constructing,operating and maintenance of at least one elevated Mass Rapid TransitSystem (MRTS) under BOT / BOOT system. The MRTS should be:

i. an urban transit system (Railways, Metro-rail, Monorail, LRT)having a minimum carrying capacity of 10,000 pphpd.

ii. currently commercially operational for at least one year and

iii. for a minimum distance of 10 kms.

(b) The assignment should be a completed one and the project should be in the size of minimum of INR350 crores.

(c) The bidder should possess experience in financial modelling of the project, structuring the project, providing assistance in:

i. Selection of successful BOT / BOOT operator / developer

ii. Negotiation of Terms and signing of Concession Agreement.

(d) The Bidder / Consortium members (in aggregate) should have a Net Worth of at least INR 25 crores.

(e) In case of foreign consultants, they will have to associate themselvesby making a JV / Consortium with Indian firm /firms having experience in any of the above areas.

4. The interested consulting firms fulfilling the above criteria may procure the IFP in person or download the same from the website -  www.tenders.tn.gov.in /www.mtcbus.org from 18^th  August, 2011 from our Corporate Office during Office hours between 10 A.M. and 3 P.M. on all working days situated in the address given below by remitting a non-refundable Demand Draft for a sum of INR.25,000/- (Indian national Rupees Twenty Five Thousand only). The DD is to be drawn from a Nationalised bank on the name of The Managing Director, Metropolitan Transport Corporation (Chennai) Limited, payable at Chennai. The Foreign consultants should submit a Demand Draft for a sum of USD 555. In the case of Bidders downloading the IFP from the web site, they shall enclose a Demand Draft for the above amount along with the IFP. 

5. The interested Parties are requested to submit both the Technical and Financial proposals each in two separate sealed covers duly marking Technical Proposal and Financial Proposal respectively and both these covers should be placed in an outer single cover clearly mentioning the Name of the Project and the same should be submitted in the Office of the Project Director, mentioned below on or before 16^th September, 2011, at 15: 00 hours IST and the Technical Proposal will be opened on the same day at 15.30 hours IST, in the presence of the available consultancy firms.

6. A pre proposal conference will be held on 29th August, 2011, at 15.00 hours IST in the conference hall of MTC.
