("Hidro") intends using the proceeds of a loan from the European Bank
for Reconstruction and Development (the "Bank") to fund the
rehabilitation and modernization of Stejaru hydro power plant (the
"Project").
The Project, which has a total estimated
cost of around EUR 110 million, will require the procurement of the goods,
works and services to be used to:
• Replace of the
electromechanical equipment for the 6 units, i.e. turbines, generators and related
auxiliary systems;
• Rehabilitate or replacing the
hydro-mechanical equipment and penstocks;
• Upgrade the electrical equipment,
instrumentation and control system, SCADA of the power plant;
• Rehabilitate the 110 kV and 220 kV
substations; and
• Consulting services to support the
Project Implementation Unit
and is aimed at:
• obtaining a complex development, able to
operate under good conditions for at least another 30 years;
• increase of electric power production and
the volume of the ancillary services that can be provided by the power plant
(spinning reserve, the capacity reserve for the secondary regulation, operation
in synchronous compensator regime, etc.)
• improve the
environmental impact, reliability and operation costs of the power plant by
installing new state-of-the-art generation equipment (turbine, generator) and transmission equipment
(switchyard);
• elimination of the deficiencies found
during over 48 years of development operation
• availability and high viability in
operation of equipment and installations
• implementation of a monitoring system of
equipment and installations operation pertaining to the power plant, to permit
the operation of the development without permanent personnel, with remote
control and supervision
• updating the equipment to the technical
level imposed by de safety and viability demands necessary for connecting to
UCTE (Union for the Coordination of Transmission of Electricity)
• reducing the own technological
consumptions
• decreasing to minimum the period of plant
unavailability;
Tendering for the above contracts is
expected to begin in the third quarter of 2010.
Contracts to be financed with the proceeds
of a loan from the Bank will be subject to the Bank's Procurement Policies and
Rules and will be open to firms from any country. The proceeds of the Bank's
loan will not be used for the purpose of any payment to persons or entities, of
for any import of goods, if such payment or import is prohibited by a decision
of the United Nations Security Council taken under Chapter VII of the Charter
of the United Nations or under a law of official regulation of the Purchaser's
country.
