1. Nepal has received a grant from the
Asian Development Bank (ADB) toward the cost of the Energy Access and Efficiency
Improvement Project. It is intended that part of this grant will be applied to
payments under the contract named above.
2. The Nepal Electricity Authority (NEA,
the Employer), has invited sealed bids from eligible bidders for the Supply,
Delivery, Installation, Testing and Commissioning of PV Grid Tied Solar Project.
The bid is divided into two separate lots and bidders must submit their bid for
both the lots. Bid for single lot shall not be entertained.
3. International Competitive Bidding will
be conducted in accordance with ADB’s Single-Stage: Two Envelopes Bidding
Procedure and is open to all bidders from eligible source countries of the ADB.
4. Bidders are required to have
satisfactory experience as contractor, management contractor or sub-contractor,
in at least 3 contracts within the last 10 years, each with a value of at least
US$0.8 million that have been successfully or are substantially completed and
that are similar to the proposed plant and services. The similarity shall be
based on the physical size, complexity, methods, technology or other characteristics
as described in Section 6 (Employer’s Requirements) of the bidding document.
Bidders shall have successfully executed as a prime contractor or manufacturer
for the Supply, Construction and installation of at least two number of grid
connected PV projects with the size of at least 100kWp for single project, as a
prime contractor on turnkey basis for the past ten years.

A Pre-bid Meeting shall
be conducted at the project office on 17 May 2012.
6. To purchase the Bidding Documents in
English, eligible bidders should:
Visit the office of the
Project Manager at the address indicated below between 10:00hours and 16:00hours
on working days from (date of issue) to (date of submission of bids) and pay a
non-refundable fee of NRs.10,000.00 (Nepalese Rupees Ten Thousand only) to the
Current Account No. 610003 at Nepal Rastra Bank, Thapathali, Kathmandu, Nepal
or bank draft of an equivalent amount in US Dollars written in favour of Nepal Electricity
Authority (NEA), Kathmandu, Nepal.
Request for delivery by
sending a written application to the address below requesting the bidding
documents for Nepal :
Energy Access and Efficiency Improvement Project: Supply, Delivery, Turnkey
Installation, Testing and Commissioning of PV Grid Tied Solar Project. The
application must include a bank draft in favour of NEA, Kathmandu , Nepal ,
for the amount of 2000.00 Nepalese Rupees (domestic delivery) or US$ 70.00
(overseas delivery). The document will be sent by courier. No liability will be
accepted for loss or late delivery.
Last Date of submission of Bid: on or before the
deadline 1 June 2012 at 12:00 Noon together with a Bid
Security in the amount as specified in the Bid Data Sheet.
Bid Opeing Date: Bids will be opened on 1
June 2012, 12:30 PM at the Project Manager's Office in the presence of bidder’s
representatives who choose to attend.
8. NEA will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. When comparing bids, ADB’s Domestic
Preference Scheme will be applied in accordance with the provisions stipulated
in the Bidding Documents.
